What does a Class 4 impact rating mean?

Impact-resistant shingles are tested under UL 2218, which drops steel balls on shingles to simulate hail. Ratings run from Class 1 to Class 4, and Class 4 is the highest level of hail resistance.

Do impact-resistant shingles lower insurance costs?
